The Procurement Director is responsible for leading the agency’s procurement and inventory management operations in support of MAOF’s programmatic and administrative functions. This position ensures procurement activities are performed incompliance with applicable Federal, State, and local regulations, as well as MAOF’s Procurement Policies and Procedures. The Director will design and implement a comprehensive, automated inventory control system and establish the best agency-wide practices in sourcing, bidding, contract administration, and vendor management. The position plays a critical role in maintaining vendor relationships, managing contracts, and supporting efficient, cost-effective purchasing that meets compliance standards and program needs. The role collaborates closely with program leadership to ensure operational efficiency, cost-effectiveness, and regulatory compliance. This is an on-site position and is not eligible for hybrid or remote work. This position of Procurement Director requires regular driving and travel to all MAOF sites, attend conferences, trainings, and other work-related events as needed; travel is not limited to specific locations.
ESSENTIAL FUNCTIONS
Policy and Compliance
Maintain, update, and enforce MAOF’s Procurement Policies and Procedures Manual in coordination with the CFO, ensuring alignment with current federal, state, and funder regulations.
Conduct regular procurement training for program and administrative staff.
Monitor compliance with procurement regulations and internal policies across all MAOF departments.
Procurement Management
Oversee, lead, and coordinate the end-to-end procurement process, including competitive bidding, quoting, vendor selection, contract negotiations, purchase order management, invoice reconciliation, and supplier evaluations in collaboration with program directors and the accounting &finance department.
Lead or assist in the development of Request for Proposals(RFPs), Request for Quotes (RFQs), and Request for Information (RFIs) for goods and services.
Prepare bid packages, facilitate bid processes, and document vendor selections in accordance with competitive procurement standards.
Manage and maintain agency-wide preferred vendor lists and oversee the bid schedule for vendors and contractors.
Perform cost/price analyses and negotiate terms to maximize value and minimize risk to the organization
Resolve procurement-related issues, including purchase order discrepancies, supplier disputes, invoice variances, and delivery problems.
Inventory Control
Design, implement, and oversee a centralized, automated inventory control system to track MAOF’s assets and goods.
Maintain complete and accurate inventory documentation, including description, serial number, funding source, acquisition date, cost, location, usage, condition, and disposition details.
Ensure periodic inventory audits are conducted, and discrepancies are addressed in a timely manner.
Training and Supervision
Provide ongoing training to program managers and directors on procurement processes, contract management, and inventory control procedures.
Hire, train, supervise, and evaluate procurement staff to support departmental objectives and agency operations.
Process Improvement and Strategic Planning
Conduct ongoing reviews of procurement methodologies and inventory systems to recommend and implement improvements.
Foster continuous process improvements through technology, policy updates, and procurement best practices.
Partner with Finance and Program leadership to forecast procurement needs and budget planning.
Prepare procurement reports and dashboards for senior leadership and the Board as requested.
Vendor and Contract Administration
Establish and maintain effective vendor relationships ensuring service levels, quality, and cost savings.
Manage contracts requiring formal bidding and ensure competitive sourcing processes are followed.
Monitor contract performance, renewals, and compliance.
Maintain procurement records and ensure proper documentation for audits and monitoring visits.
Serve as the liaison to auditors, funders, and oversight agencies regarding procurement and compliance matters.
EXPERIENCE AND QUALIFICATIONS:
Bachelor’s degree in business administration, supply chain management, public administration, finance or related field (master’s degree preferred).
Minimum five (5) years of progressively responsible experience in procurement, supply chain management, or contract administration preferably within a nonprofit or public agency environment.
Certified Procurement Professional (CPP), Certified Professional in Supply Management (CPSM), or similar designation is a plus.
QUALIFICATIONS:
Strong knowledge of Federal Uniform Guidance procurement standards (2 CFR Part 200) and other relevant nonprofit procurement regulations preferred.
Experience with federally and state-funded programs, such as Head Start, WIOA, or other HHS/DOE/DOL funding.
Must demonstrate a high level of integrity and possess the ability to handle sensitive and confidential information with discretion and professionalism.
Strong negotiation, communication, and project management skills.
Ability to train and support diverse teams across the organization.
Familiarity with ERP systems or procurement platforms and experience with implementing and managing computerized procurement and inventory systems.
Proven ability to develop, document, and improve procurement processes.
Demonstrated contract negotiation and vendor management skills.
Proficient in Microsoft Office applications (Excel, Word, Outlook); experience with accounting and procurement software systems.
Exceptional communication, organizational, leadership, and problem-solving skills.
Ability to manage multiple priorities under pressure with a high degree of initiative, flexibility, and attention to detail.
Ability to maintain cooperative and professional working relationships with co-workers, supervisors, and the public.
Strong teamwork and collaboration skills.

SPECIAL REQUIREMENTS:
This position of Procurement Director requires regular driving and travel to all MAOF sites, attending conferences, trainings, and other work-related events as needed; travel is not limited to specific locations.
Must possess a valid California Driver’s License, have access toa reliable motor vehicle, and maintain appropriate automobile liability insurance coverage.
Must be willing to travel to program sites and vendors as needed.
